Meeting No. 73 was called to order on Wednesday, December 12, 1973 at 7:00 p.m. in Room 106 of the Chemistry-Metallurgy High Rise by President V.L. Doane.

The roll was called by the Secretary. Twenty-five members or alternates were present. Absent were Barstow (AL), Danielson (IWR), Gerdeen (AL), Meteer (FF), Nordeng (GE), and Velics (LB).

 

The Minutes of Meeting No. 72 were approved as distributed.

Report on Meetings of the Academic Council and Board of Control

  1. Hodek's report on two meetings of the Academic Council is included here as Appendix B (Available by Request from the Senate Office).

  2. Doane's report on the December 7, 1973 meeting of the Board of Control is included here as Appendix C (Available by Request from the Senate Office).

 

Committee Reports

A. Curricular Policy - No Report.

B. Instructional Policy

Hodek reported on a meeting of the committee to discuss the letter received by President Doane from W.E. Dix.

After describing some of the conflicts involved in the several policies concerning the fifth and sixth weeks of the quarter and the definition of "mid-term", Hodek moved the approval of the first resolution on the Agenda (page 888 - Available by Request from the Senate Office). The resolution was approved by a vote of 20 Yes, 0 No.

C. Audio-Visual Instructional Material - No Report.

D. Curricular Impact - No report.

E. Elections - No report.

F. Elections Procedure - No report.

G. Instructional Evaluation

President Doane had discharged this committee, and in response to the requirement of Proposal 1-74 the Senate Council appointed Quinones to chair the new Institutional Evaluation Committee. At this point in the meeting Quinones was invited to report on his progress. He commented on the problem of recruiting members and his military experience in evaluation procedures. He also reminded the group of the strictly advisory nature of the committee.

H. Promotion Policy Review

Old Business

Horvath introduced Proposal 3-74, Constitutional Amendment to include Alternate Members as Prospective Committee Chairmen, by moving its adoption. The motion was approved by a vote of 24 Yes, 0 No.

 

New Business and Voluntary Remarks

Julien moved the adoption of Proposal 4-74, Annual Publication of Salary Schedules. Following a second he then moved to amend the proposal in response to the request of his department. The amendment was to change the second sentence only to read as follows:

"The Secretary shall include a list of the maximum, minimum, and median salaries by ranks for academic personnel with the fringe benefits listed separately in terms of percentages of salaries."

Following a discussion, the amendment was defeated by a vote of 14 No, 6 Yes.

Thayer then moved to table the original motion. This was defeated by a vote of 15 No, 8 Yes.

DelliQuadri moved to amend the original proposal by striking the last sentence and, in effect, to include names in the listing. This amendment was defeated after a lengthy and heated discussion by a vote of 11 No, 7 Yes.

The motion then passed as it was originally stated by a vote of 15 yes, 8 No.

DelliQuadri then moved the adoption of a resolution of support for the dismissal of classes on Monday, January 7, 1974, with classes to resume on Tuesday, January 8, 1974.

Edelen asked the chair to recognize Student Council President Tim GeBott. Mr. GeBott commented on the numbers of students who would be traveling on Sunday. He pointed out that the Sunday service station closings would result in a hardship for these students unless the starting date were moved back.

Weaver then pointed out that the academic term would be reduced to a little over nine weeks as a result of this action. He offered a substitute as follows:

"RESOLVED that classes resume, after the Christmas vacation, on Wednesday, January 9, so that no one will be inconvenienced while traveling; and that in order to regain a nearly ten-week instructional quarter, the dates of the last class and of final exams be made one week later than presently published."

This motion was defeated by a vote of 20 No, 2 Yes.

Thayer moved to amend the motion by calling for a make-up of Monday's classes on Saturday of that week. Following a discussion Thayer withdrew the motion.

Horvath moved to include a make-up of the work by shifting the entire week by one day. Following a statement by Mr. GeBott that the students would prefer that classes not be dismissed (in which case they would be cut) rather than make up the work, the motion was defeated by a vote of 14 No, 7 Yes.

The original resolution then passed by a vote of 15 Yes, 8 No.

The meeting was adjourned at 8:50 p.m.
